Dense commercial core, aging multi-family, and a downtown with real high-rise stock.
Downtown carries mid- and high-rise office and residential; the surrounding neighbourhoods carry a large stock of older converted multi-family, much of it with plumbing risers that have been patched rather than replaced.
Vertical buildings concentrate risk. A riser or supply failure on an upper floor travels down through every floor beneath it, so one event becomes a stack of claims. Older converted buildings are worse, because the assemblies were never designed as multi-family and the water finds paths nobody documented.
Downtown access is its own constraint — loading dock windows, freight elevator bookings and after-hours building security determine when equipment can move, and that has to be in the plan before the loss, not negotiated during it.
